Horn of Africa Update August 19, 2011

PWRDF continues to respond to the famine situation in the Horn of Africa. As of August 19, Canadian Anglicans have donated $292,158 through PWRDF. The Canadian government will match all donations received by September 16 by setting money aside in the East Africa Drought Response Fund, which PWRDF and other agencies may apply to receive funds from. The PWRDF blog contains a description of how the matching funds work here.

PWRDF is responding to the famine in Kenya, Somalia, and Ethiopia. To date, PWRDF has allocated $115,000 through the Canadian Foodgrains Bank in Kenya and the ACT Alliance in Somalia and Ethiopia for the following work:
SomaliaAccording to USAID, some 2.85 million people currently require humanitarian assistance in Somalia with 61 per cent of these located in the southern part of the country. The dire situation in Somalia is also forcing unprecedented numbers of Somalis to cross borders into neighboring countries. The total number of Somali refugees in the three neighboring countries (Kenya, Ethiopia and Djibouti) has surpassed 582,000.
PWRDF, through the ACT Alliance, is providing life-saving humanitarian assistance to: newly displaced people in Mogadishu and lower Shabelle, drought affected people in Gedo region, refugees in the Dadaab camp in Kenya and host communities in both countries. The emergency response appeal of $10 million (US) is being implemented by the three ACT members: Diakonie Katastrophenhilfe (DKH), Norwegian Church Aid (NCA), and The Lutheran World Federation (LWF).
PWRDF is collaborating with the NCA and three Somali organizations inside Somalia. PWRDF’s initial contribution of $40,000 will go towards:
•Distributing 3710 tonnes of assorted food commodities (Maize, Rice, Pulses, Oil, Salt, Sugar) to 42,000 people in the Garbaharrey, Luuq, Dollow and Belet Xaawa districts over a period of 5 months.
•Providing food for families living in 20 camps for internally displaced people (IDPs) in and around the Somalian capital of Mogadishu.
•Providing food to 28,800 newly displaced persons in Banadir and Lower Shabelle
•Providing shelter kits to 200 IDP families in Dollow.
•Providing non-food items (tarpaulins, clothes for women and girls, slippers, sanitary kits, soap etc) to 4000 IDP households and vulnerable host communities in the 4 districts in the Gedo region.
•Providing an integrated package of non-food items and shelter that include blankets, plastic sheets, impregnated mosquito, soap, water jerry cans and sleeping mats for 28,800 drought affected IDPs in the Banadir and Lower Shabelle regions
•Integrating community based psychosocial support with all the NCA activities
KenyaThe drought in Kenya has affected nearly 3 million people. PWRDF has sent $35,000 to the Canadian Foodgrains Bank (CFGB) in responding by scaling up food aid programming to fill the critical gaps for families in Laikipia, Turkana/West Pokit, Kilifi and Taita/Taveta. This project will provide a total of 2100 tonnes of maize, 420 tonnes of beans and split peas, 21 tonnes of salt, and 136,000 litres of cooking oil to 8,400 households over a period of five months. By the end of the project, it is hoped that successive rainfalls will have alleviated the food shortages and high food prices.
The beneficiaries of this intervention will be drought affected households, eating less than one meal per day, in the targeted communities. The majority of the households are involved in herding, while some are farmers. CFGB is working with the Anglican Church of Kenya: Pwani Christian Community Services, Mount Kenya Christian Community Services and the Reformed Church of East Africa.
EthiopiaIn Ethiopia, some 4.8 million people need immediate support. In addition, approximately 120,000 people from Somalia have crossed the border to Ethiopia and are currently living in crowded and under-resourced refugee camps in Dollo Odo.
PWRDF has contributed an initial $40,000 to the ACT appeal for Ethiopia. PWRDF is working with the Ethiopian Evangelical Church Mekane Yesus - Development and Social Services Commission (EECMY –DASSC), an ACT member in the country. The objective of the program is to save lives and livelihoods of drought affected communities in the Oromia region of Ethiopia through providing food and agricultural inputs, strengthening drought coping capacity for three months. In addition, ACT members will provide support in terms of food, health and nutrition, shelter materials, water, sanitation and hygiene, literacy programmes, secondary education, psychosocial and skills training in Dollo Odo refugee camps. A total of 99,846 people should receive support through this appeal.
EECMY-DASSC has long-term experience with a good reputation for implementing emergency responses and providing different kinds of development activities, including the provision of life saving emergency assistance, food security, natural resource management, child and youth development, water, hygiene and sanitation, health services including HIV/AIDS prevention, gender and development and capacity building with a physical presence through its local church units in most of the administrative regions and enjoys strong support from the government and other stakeholders in the country.
PWRDF’s contribution will provide food and agricultural provision in the Gasara and Saba Boru districts of Ethiopia; and basic needs assistance for Somali refugees in Dollo Odo. The total quantity of food that will benefit 39,700 people for three months amounts to1,786 tonnes of grain (maize), 178.6 tonnes of legumes, 53.6 tonnes of edible oil and 187.6 tonnes of supplementary food. Each beneficiary will receive a light blanket as well.

The Canadian government has created the East Africa Drought Relief Fund to match donations made by Canadians to eligible charities retroactively from July 6 to Sept. 16 this summer. They are matching all donations for the Horn of Africa drought dollar for dollar.

The worst drought to hit the Horn of Africa in six decades is currently affecting up to 10 million people. The United Nations describes the situation in the region as the most severe food security emergency in the world today, with the Famine Early Warning Systems Network warning that the response is “inadequate to prevent a further deterioration”. Levels of severe, acute malnutrition in this area, particularly among children, are also of great concern. The mix of drought, skyrocketing food prices, food shortages, and deaths of livestock in large numbers has combined to make this situation a devastating one for millions of people in the region.

PWRDF Update on Haiti Earthquake Response – January 18, 2011

PWRDF received more than 2.2 million in designated donations from Anglicans in Canada for Haiti earthquake response (January 12, 2010). To date, 1.3 million has been contributed to the relief and recovery work of three partners with longstanding experience working in Haiti. The partners have expended the grants received from PWRDF and shared their reports. Partners are finalizing their plans to which PWRDF will contribute the remainder of the available funds.

A total of $750,000 was funded to the Lutheran World Federation (LWF) Haiti; and the Christian Reformed World Relief Committee (CRWRC) under ACT Alliance’s Haiti appeal.

To view a short video highlighting this work, please go to: http://www.actalliance.org/stories/haiti-building-hope-through-homesThe LWF Haiti office coordinates ACT’s work in Haiti and has met severe challenges around land title issues for the beneficiaries as they work at advancing housing projects. The urban area of Port-au-Prince is difficult because of the lack of land title certificates and policy framework predating the earthquake.

LWF is also training youth in the construction trade to develop their skills in reconstruction and also to provide livelihood opportunities beyond agricultural based options. The issue of land title has prevented effective housing interventions resulting in the continuation of the camps as primary housing. ACT members are involved in camp management and are working together with the Government and other stakeholders to find solutions to the housing problems. Partners are engaged at the grassroots level with the affected communities to work on the problems that are the most pressing.

The Episcopal Diocese of Haiti
PWRDF contributed $250,000 to the rescue and relief program (phase1) of the Centre Diocésain de Développement Intégré et de Secours, CEDDISEC, the relief and development arm of the Episcopal Diocese of Haiti through Episcopal Relief and Development, USA (ERD). The details of this work can be found at: http://www.er-d.org/HaitiPhaseIFor the recovery phase (phase 2) PWRDF contributed $310,000 to build 200 provisional shelters, toilets and bathing enclosures in targeted communities in collaboration with ERD. PWRDF is in regular consultation with these two counterparts for a possible role in the phase 3 program of CEDDISEC. PWRDF is also exploring school feeding program for the children who attend schools managed by the Diocese. This has yet to be finalized.

Response to Cholera
Both LWF Haiti and the Episcopal Diocese of Haiti are involved in cholera response through their health and hygiene programs, by providing safe drinking water and by continuing to help families build and use toilets.

CIDA
As with other emergencies, PWRDF has presented project proposals to the Canadian International Development Agency (CIDA) in collaboration with a group of Canadian Churches and church-based agencies under the name of Canadian Churches in Action (CCA). CCA has been in regular contact with the partners in Haiti and also with CIDA officials in Haiti and Canada. To date, CCA has not succeeded in accessing CIDA funds but will continue to work towards this.

Further Planning
Naba Gurung, PWRDF’s Humanitarian Response coordinator was scheduled to be in Haiti in December 2010 to finalize further plans but was forced to cancel because of civil unrest. A planned LWF/ACT partner roundtable to be held mid January 2011 was also cancelled for security reasons. Naba hopes to visit Haiti in February 2011 to accompany partners and hear their plans for the future. Meanwhile, he is in regular contact with the partners through email and telephone.

PWRDF responds to floods in Sri Lanka
January 17, 2011
PWRDF has sent an initial emergency grant of $20,000 to for rapid response to the people affected by floods in eastern and central Sri Lanka. Organization for Eelam Refugees Rehabilitation, a national Sri Lankan NGO that is a longstanding partner of PWRDF, is targeting to provide food assistance to 2,500 households in Trincomalee and Batticaloa districts. OfERR has field offices in these districts where it has been working with internally displaced people and returnees from India.

A persistent depression in the Bay of Bengal has brought heavy rain, causing flooding in several districts of eastern and central Sri Lanka. Eighteen deaths have been reported so far and 49 have been injured while two people are reported missing. The Eastern Province has been hit hard by the incessant rains flooding all the divisions in Batticaloa and Ampara districts. A total of 1,727 houses have been completely destroyed while 12,152 houses have been damaged.

Transport in the flood affected areas has come to a standstill and several main roads have been completely cut off. Train services in the Eastern and Central Provinces have been disrupted. Irrigation tanks and reservoirs in many parts of the country are overflowing and the spill gates have been opened.

The most urgently needed items include food, dry rations and non-food items such as mats, blankets, clothes, kitchen utensils and hygiene kits The families are unable to return home, procure and cook food, therefore, the provision of cooked meals remains essential.

ACT member the National Christian Council of Sri Lanka (NCCSL) is planning to provide cooked meals for 1,620 families for two days in Batticaloa district. Its member churches will procure the food and mobilise assistance among the families to cook meals in the local kitchens that are set up and monitored by the church volunteers. The NCCL is also distributing hygiene kits comprising soap, toothpaste, toothbrush and sanitary towels. The churches will make the necessary arrangements to provide sanitation facilities for women and for the people with special needs. NCCSL is monitoring the situation closely and also working on an appeal.

How Do CIDA Matching Funds Work?

Canadians have been moved to respond generously to appeals for relief this year after a major earthquake devastated Haiti, and again when flooding displaced millions of people in Pakistan. The Canadian government, through the Canadian International Development Agency (CIDA), announced after both these disasters that they would “match” eligible donations by Canadians for relief efforts.

Many people have assumed that the match would work as it did in the case of the 2004 Tsunami, when charitable organizations received and administered the government matched funds. This is not the case, now. CIDA will receive information from eligible registered Canadian charities like PWRDF about how much money was raised during the eligible period (in the case of the Pakistan flooding this is August 2 until September 12, 2010). They will then set aside a matching amount in a separate fund designated for the emergency, which will be administered and disbursed by them. The Honourable Bev Oda, Minister for International Cooperation, says "This fund will provide effective and accountable financial support to experienced Canadian and international humanitarian and development partner organizations working on humanitarian assistance, early recovery, and reconstruction efforts in the affected areas."

The CIDA website describes the process this way:

For every eligible donation by individual Canadians to Canadian registered charities, Canada will contribute an equivalent amount to the Pakistan Floods Relief Fund. The equivalent contribution will support continuing humanitarian assistance, early recovery, and reconstruction in Pakistan through projects undertaken by the many organizations and non-governmental organizations responding to the floods in Pakistan.

The Government of Canada will use the Pakistan Floods Relief Fund to provide assistance through Canadian and international humanitarian and development organizations, according to established channels and procedures. While PWRDF does not automatically receive the matching funds, it is still important to give through PWRDF for several reasons:
1. Donations through PWRDF will receive matching amounts added to the CIDA fund for the emergency.
2. All donations received by PWRDF are distributed to PWRDF partners, not sent on to CIDA. Nor does CIDA dictate which agencies PWRDF does its work with.
3. PWRDF has over 50 years of history as the development and relief agency of the Anglican Church of Canada.
4. PWRDF, through Action by Churches Together (ACT) Alliance, has experienced knowledgeable partners on the ground that are able to respond immediately after the emergency to situations of greatest need. By working through those partners PWRDF is able to deliver the most effective and timely assistance.
5. PWRDF is eligible to apply to CIDA’s Pakistan Floods Relief Fund and is often able to access additional resources to enhance the scope and effectiveness of the aid program.

PWRDF, in conjunction with other Canadian Christian organizations, works through Canadian Churches in Action (CCA) to submit proposals to CIDA in order to access the matching funds for various projects. CCA has responded many emergencies including the 2004 Tsunami, the South Asia Earthquake in 2005, the Sichuan Earthquake in China, Cyclone Nargis in Burma, the Haiti Earthquake.

Canadian Anglicans are supporting earthquake response by Action by Churches Together (ACT) International through The Primate's World Relief and Development Fund (PWRDF). As of Wednesday February 10, PWRDF has received donations amounting to $1,141,668.54.

PWRDF is responding to the emergency in Haiti by sending funds directly to Action by Churches Together (ACT) International. We are also working closely with sister Canadian church organizations through Canadian Churches in Action (CCA), a coalition of churches and church-based relief agencies that work together to ensure greater efficiency and impact in emergency situations. PWRDF has also responded to an appeal from the Episcopal Diocese of Haiti and has sent an initial emergency grant of $50,000. All of these responses are coordinated to bring aid to as many Haitians as possible for their
immediate needs and their longer term needs.

A brief history of Haiti's onerous, 'odious' and crippling debt load
As the Haitian people struggle to recover from the earthquake’s devastation it is imperative that all of its external debts be cancelled immediately.
Despite US$1.2 billion of debt relief accorded to Haiti in 2009 as part of the Heavily Indebted Poor Countries Initiative (HIPC), at the time of the earthquake Haiti still owed just over US$1 billion.

Most of this debt was owed to International Financial Institutions, principally the Inter-American Development Bank (IDB) and the International Monetary Fund (IMF).
Debt owed to the IMF is particularly onerous since it comes with strings attached. For example, Haiti used to be self-sufficient in growing rice, its staple food. But in the mid-1990s the IMF forced Haiti to slash tariffs on rice imports, allowing tonnes of subsidized rice into the country. The result was that thousands of rice farmers lost their livelihoods and had to move into the overcrowded slums of Port-au-Prince.

The good news is that the IDB is prepared to consider writing off the US$511 million that Haiti still owes if it gets approval from its board of governors where Canada has a seat. Similarly, the managing director of the IMF has hinted that the Fund might convert a new US$100 million loan it announced last week into a grant if he receives the approval of the board of directors where Canada also has a seat.

Haiti’s Legacy of Unjust Debt

Haiti’s foreign debt has deep historical roots. After the slave rebellion of 1825 that led to Haiti’s independence, France insisted on a payment of 150 million franc debt - the equivalent of US$21 billion dollars today. The French colonialists demanded compensation after losing the services of their former slaves. This enormous debt hobbled the country’s independence from its very beginning.

When the US marines invaded Haiti in 1915 and occupied the country until 1934, one of their prime missions was to ensure the collection of debts owed to Citibank.
The Duvalier dictatorships increased Haiti’s debts by seventeen and a half times over the period 1957 to 1986. Both Papa Doc and Baby Doc looted the country leaving it with debts that could only be termed as “odious”, that is, credits that enriched the dictators without benefit to the people. A recent inquiry revealed that the Duvalier family’s assets are estimated to be worth US$900 million. A trial is currently underway in Switzerland concerning whether some of the Duvaliers’ stolen treasure held in frozen accounts by the Swiss bank UBS will be returned to the Haitian people.

After the Duvalier dictatorship was overthrown Haiti took on new debts and paid a heavy price. Not only did the country pay foreign creditors US$321 million in loan service over the years 1995 to 2001, but it also had to submit to harsh Structural Adjustment Programs imposed by the IMF in order to qualify for the HIPC initiative. The devastation caused by IMF conditionality, especially in the agricultural sector, led to food riots in 2008.
We must not repeat this history. KAIROS insists that all of Haiti’s debts must be cancelled unconditionally. Far from being an act of charity, debt cancellation and new assistance in the form of grants must be seen as reparations for the enormous historical debt owed to the people of Haiti for centuries of exploitation.
